Closing Find my Friends should not stop updating his location, although there is no reason he should ever close that app or any other app. If he puts the phone into Airplane mode, or turns off cellular data when he is not connected to Wi-Fi his phone cannot be tracked. The AirTags they shared with me do not show location in my Find My. Some issue with shared AirTags location. This started last Friday December 8th. Apple support told me that this is a known issue and they are working on to fix it with next iOS update.
