The revolver fanning animation gets posted here every once in awhile. I'm not sure we know the exact purpose but the simplest conclusion is it has to do with a cut weapon mod. Which is why using glitches to make a revolver semi-auto/auto tends to bring the animation back.

One way to grind up EXP would be great with a dupe glitch, but Sanctuary is full of wood scrap and fence posts are cheap. Clear out a ruined house for flat ground and fill it up with fenceposts as tightly packed as possible, you can get a bunch of levels from that.
